The Evaluation Of Social And Economical Benefit From The Land Conversion Program In Luoyang

The Land Conversion Program is a huge scale forest ecological program. The main goal of the program is ecological benefit and this program also influences the related households and related society. Thinking about the social and economical benefit of the program is positive for the program operation in smooth way and doing the social and economical research is meaningful because the involved households concern more about the income from this program and the related society are potentially affected from it.This thesis study the income of the investigated program households which shows the economical benefit of the program and some related indicators which shows the social benefit influence of the program in Luo ning county,Xin'an county,Yi chuan county,Song county in Luoyang municipality and mainly research the income difference between program households and non-program households which can find the net influence of income from the program.The contents are as follows: a) study the income of the investigated program households which includes income from crop industry, grazing industry, immigration in Luo ning county,Xin'an county,Yi chuan county with the statistic comparative method to find the economical benefit from the program and the social benefit of the program which includes the structure of industry, the structure of land use, the structure of employment, poverty alleviation and the ability of population; b) research the income difference between program households and non-program households in Song county with the multiple regression method and statistical test method and find the net benefit from the program with Econometrics analysis method, also study the social benefit of the program in Song county.The result of average household income of the investigated households in Luo ning county,Xin'an county,Yi chuan county shows that the income is increased compared with the income before the households participated the program. The thesis also analyze the influence of program on the Industry structure, land use structure, the employment structure and alleviates poverty in rural area and the result shows that the Gross Domestic Product of three Industries is increased, but the proportion of First Industry is a little decrease; the area of agriculture land shows the decreasing trend but the average agriculture land is equal, the area of arable land decreased in the former two years but increased after that; the employed persons of agriculture decreased and the workers of construction industry, transportation industry and animal husbandry shows upper trend after participated this program. The program also changes thinking ways and living manner of rural farmers more or less and makes the living manner from depending on land to technology and other ways.The evaluation outcome of the Fixed Effect Model which shows the net influence of program includes indicators of agriculture income without program payment, agriculture income with program payment, animal husbandry income, other income, overall income without payment and overall income with payment are -195.6, -283.77, -30.82, 517.17, 196.55, 259.16 and this Model was set up based on the investigated data of 85 program households and 45 non-program households. The result means that a) the agriculture shows the same developing trend as the program expectation which is that the agriculture will be influenced in negative way after involved in the program, and the negative growth degree is decreased plus the payment which means that the payment is important for program household. b) the animal husbandry income is negative which is reverse to the program expectation but is not remarkable. c) the other part income is positive and the result is remarkable which tell us that the farmers are free from difficulty agriculture works and some of them migrate to cities to earn life. d) the average overall income shows positive influence but the result is not remarkable which means the program does not bring remarkable income for rural farmers who participate in the program but the influence trend is positive.The program influences the structure of rural industry, the structure of land use and the structure of employment in Song county. The Gross Domestic Product of First, Second and Third Industry is increased and the Third Industry is the most remarkable one. The area of agriculture land and arable land decreased and the last one increased later. The employed persons of the Second and Third Industry shows the growth trend and employed workers of the First Industry decreased a little.
