The internal control is the product of social economy, which is an important method of the modern business management. The effective internal control has the positive effect to company's development.The publication of Sarbanes-Oxley Act in 2002 aimed to enhance the accuracy of financial information and protect the investors.The Act would be observed by every company if it listed in America.The essence of the internal control system construction is how to plan the system. The overall concept for planning the internal control is to carry out work as scheduled through drawing on the internal control theory,selecting the frame of the internal control system, consulting some examples of the intenal eontrol, combining with the actual management of the corporate according to the laws and regulations on internal control.The design of a sound internal control system needs to be evaluated and modified at any time with the change of business involved.How to make the internal control system run effectively and update, maintain available is the essence for ensuring the corporate to realize its goal.Choosing PetroChina Lanzhou PetroChemical Company limited as a sample, this paper demonstrates the internal control framework of Sichuan Telecom Company Limited after the publication of Sarbanes-Oxley Act and summarizes the suggestions to other enterprise.
