State-owned enterprises are the backbones of China's national economy, the development of which has significant influence on Chinese economy. As a special social resource, the operators of state-owned enterprises are key factors in the reform and development of state-owned enterprises; therefore, how to build a highly qualified team of enterprise operators and managers is among the most important tasks in the deepening reform of state-owned enterprises. This thesis has concentrated on the research of how to apply the incentive and constraint mechanism to the mobilization of state-owned enterprise operators' subjective initiative, fostering strengths and circumventing weakness and fully releasing their potentials to ensure the sustainable and healthy development of the enterprises. First of all, this paper has discussed the theories of the incentive and constraint mechanism for state-owned enterprise operators, also the theoretical study situation both at home and abroad. Then on the basis of the analysis of the existing incentive and constraint mechanism for state-owned enterprise operators of Ningbo Haishu security companies, the present writer has put forward the principles and thoughts of the design of the incentive and constraint mechanism for state-owned enterprise operators, as well as the selection mechanism, diversified remuneration mechanism, spiritual incentive mechanism, internal constraint mechanism and external constraint mechanism for the operators. Hoping to offer relevant reference to the exploration of the reform of the incentive and constraint mechanism for state-owned enterprise operators.
