By 2008, for the needs of policy of reform and opening up and attracting foreign investment, China has provided quite more preferential taxation policies to foreign-invested enterprises. Meanwhile for some historical reasons, it has not been a long time for tax planning to start and develop in China. So, foreign-invested enterprises in China were apt to rely on those preferential tax policies passively but ignored positive tax planning. However, along with both the reform of value-added tax system and the reform of income tax law which unify the income tax for domestic and foreign enterprises, foreign-invested enterprises in China have completely lost the original low-cost tax advantage. With the financial crisis which broke out suddenly, the abuse for foreign-invested enterprises in China to attach importance to preferential taxation policies but make light of tax planning has become more prominent.Based on the impacts of value-added tax and income tax reform to foreign-invested enterprises, combined with theories and methods of tax planning, this paper points out the necessity and urgency for foreign-invested enterprises in China to convert tax management strategy and carry out tax planning initiatively and legally. Through analysis of the impacts of tax system reform and financial crisis, this paper takes a large domestic foreign-invested paper company-JG Group as research object, deeply resolves its recent existed problems of tax planning. Furthermore, combined with JG Group's strategy of domestic manufacturing and global marketing, according to its actual production and operation, for the goal of zero value-added tax for export products, this paper designs an overall and deliberate tax planning project for exporting operation of JG Group.In the process of projecting, firstly, we discourse at great length on the target and principle of tax planning project for exporting operation of JG Group. Secondly, based on thoroughly analyzing various laws and regulations relating to exporting business, we design a suitable tax planning project for exporting operation of JG Group. Then, we minutely devise and illuminate each approving procedure and operating detail of the project, and highlight the key points in the project. Lastly, we not only give warnings on the difficulties and risks that may exist in the implementation process of project but also propose solutions and responses. We hope that this tax planning project will help JG Group to implement the strategy of expanding export, provide guidance for JG Group to change its tax planning management philosophy, and also provide a reference for other domestic corporations on tax planning of exporting operation.
