Research On The Relationship Between Supply And Demand Of Housing Provident Fund Based On The Impartial Perspective

With the improving per capita income, constantly accelerating urbanization and increasing urban population, China's housing construction has made rapid development since China's reform and opening up, while the housing system has been constantly improved. Housing provident fund system was originally conceived to solve the problem of urban low-income families who need to buy a house through mutual financing, to protect social justice, to safeguard social stability. However, the actual situation indicates that the housing provident fund system to support low-income families in the role of housing consumption is not obvious, and even further widened the income gap between social groups. Thus, the fairness of the housing provident fund system does not give enough attention to the problem, which severely restricts the system will be sustained, stable and healthy development.Based on the above issues, this paper engaged the research works of the following aspects:Firstly, based on the mechanism of the establishment of China's housing provident fund system and the operational mechanism, this paper outlines the concept of fairness, equity issues and causes of specific performance from the equity theory, then the definition of the principle of fairness of housing provident fund system is given, which means to protect the most basic survival of the relevant members of society, to achieve their home ownership needs, then reduce the polarization of society, and ultimately makes social harmony come true.Secondly, this article analyzed the mechanism of supply and demand of housing provident fund system implementation from the fair perspective, obtained the supply factors and demand factors which affect the fairness of the housing provident fund system. On this basis, by selecting the supply and demand index which affecting the equity, a monitor of supply and demand of housing provident fund model is established, and case study was conducted in Xi'an, then we make the flowing conclusion, fair housing fund system and housing fund balance exists between supply and demand proof of the relationship between each other, that means only the fairness of the housing fund system is protected, supply and demand of housing provident fund can be truly balanced, on the contrary, only truly balanced supply and demand of housing provident fund is protected, social justice of the housing accumulation fund system can come true.Finally, this paper gives countermeasures to protect the supply of housing fund system implementation mechanism and the mechanism needs to achieve fairness, eventually realize social justice of housing provident fund system, so that supply and demand of housing provident fund maintained at a stable equilibrium.
