Study On The Problem Of Fairness Of QuanZhou City Housing Provident Fund System

China's Housing Provident Fund Management System reference and draw on the experience of Singapore's Central Provident Fund Management System.It was piloted in Shanghai in 1991,and then gradually extended to all parts of the country.It has been implemented in China for about twenty years.However,there are many problems in the Housing Provident Fund System.There is no doubt that the housing provident fund has great practical significance,however,we still cannot ignore the problems in the process of its development.Many people hold negative views on the housing provident fund because of its unfairness.The fairness of the housing provident fund system has become the important guarantee for the sustained and healthy development.The Housing Provident Fund is a social security system,and fairness should be the core value of its pursuit.The meaning of its existence will not be questioned and denied for the continuous contribution of the housing guarantee of our residents.The Housing Provident Fund System was established in Quanzhou in 1993.As a well-developed private economy city,Quanzhou city is the 21 st century Maritime Silk Road leading area and the financial comprehensive reform demonstration area,and the management experience has been affirmed by the superior department or the media for many times.So it is a typical and important research to study the fairness of The Provident Fund System.This paper is based on the theory of fairness and the theory of new welfare state,adopts the means of comparative research and statistical analysis.This paper studies the housing provident fund system in the aspects of rights fairness,opportunity fairness,rule fairness and result fairness,and combines the collection,extraction and loan data of Quanzhou housing provident fund in recent years,and then analyzes the problems,causes and countermeasures of the housing provident fund system.Through studying and comparing the recent years of Quanzhou Housing Provident Fund Policy and combining Statistical analysis based on the date of collection,extraction,loan and value-added income distribution,it shows that the Housing Provident Fund System in Quanzhouis deficient in the fairness at present,The unequal treatment results in unfair rights,the lack of protection from vulnerable groups causes unfair opportunities,the imperfect system lead to unfair rules,theinstitutional flaws bring about unfair results.Based on the analysis of the performance and causes of the equity imbalance of housing providentsystem in Quanzhou and the analysis of housing finance system both at home and abroad,the author puts forward relevant countermeasures to improve the fairness of housing provident fund system in Quanzhou.
