Multi-Objective Material Scheduling Of Emergency Management Under Multi-Resource Combinations

China is a country which is prone to natural disasters, and spents a lot in relief. The occurrence of public nature emergency such as the "sars" in 2003, the snowstorms of southern city at the beginning of 2008, the Sichuan large earthquake, the South rainstorm disasters, and dairy products security events let us understand the urgency and importance to improve the ability of the emergency management level of handlling emergencies and disaster.One of the key issues responded to emergencies is to ensure the supplies of emergency relief and supply emergency materials in time. We can contain the further expansion of emergency and reduce the loss effectively in this way. Generally, the number and type of emergency supplies are limited, and we are usually limited in the course of emergency supplies scheduling, so, it is very important to do the reasonabal scheduling and optimal allocation for a limited material.This paper based on relative literature and practical investigation, firstly, carding the theory about city emergency incident, emergency management and emergency material scheduling knowledge, studies on demand for emergency supplies, identified the demand for emergency supplies in AHP method. Secondly this paper researches the emergency supplies scheduling from the single-objective, multi-objectives, and uncertain demand conditions, and built a multi-mix of resources for emergency management under the multi-objective scheduling model, and gives the model algorithm. On this basis, we conduct an empirical analysis on the background of Shaanxi Province, summarize the types of Shaanxi province's emergencies, research the reserves of emergency supplies and it's security conditions and point out the problems. As Ningqiang County for example, we do the analysis on its emergency supplies scheduling when the needs of thdisaster relief is certain and uncertain.Finally, the paper gives countermeasures and recommendations such as strengthening of emergency dispatch co-ordination mechanisms, improving rapid response capability of emergence incidents, strengthening the government's emergency response capabilities and the building of disaster reduction capacity, and expanding the channels and mechanisms for social participation.
