In rencent years,a lot of large-scale public emergency have occurred frequently, such as the crises of SARS, the tsunami of Indian Ocean, snow and ice disaster, wenchuang earthquake, etc. Due to the high-speed development of modern society, the social problems about population, resource, environment and public sanitation burst out frequently and seem to be more dangerous and its influencing circle are much wider than before. According to the data analysis made by the international organization of natural disaster, the disasters the world suffered in1990s are five times more than that in1960s. China is one of the countries attacked easily by natural calamities. National Bureau of Statistics of the Peoples Republic of China pointed out that natural disasters caused the direct economic loss of309.6billion yuan in China throughout2011, in which earthquake more than five level happened17times and changed into disaster by15times, resulting in direct economic loss of6.01billion yuan. In the case of China, it is in a crucial period when a series of public emergency occurs hourly because of social and economic high-speed development and such a situation would be exasperating since the process of urbanization is speeding up. With more and more public emergency happening, it is imperative to send the relief supplies to the material requirement places rapidly, strengthening the management of emergency logistics system and establish thorough the emergency response system.Based on the idea of scientific management theory and method, the paper, combined with qualitative analysis and quantitative calculation, analysis emergency logistics complex system, which contain many components and hierarchy. In qualitative analysis, paper elaborate from the definition of the concept to the analysis of the emergency logistics system, from the implementation process to achieve the objective to the decision-making measures in order to achieve the goal. In quantitative calculation, paper builds the emergency material vehicle dispatching model.Firstly the paper summarizes the relevant data and information on public emergencies at home and abroad and emphasizing a large loss. In this context, paper put up with the research necessity and explains the emergency logistics system with the sudden, uncertainty and weak economic characteristics, which has a certain system constraints. The transport system is an important foundation for emergency logistics, transportation network have reliability and vulnerability, dependence and requirements for the transportation network is different from the ordinary logistics activities, and stressed that the transport network accessibility, capacity and recovery capabilities for emergency logistics implementation process plays a decisive role. Analysis of Emergency management system and the elements, according to the content and the main task of the emergency management, a variety of disaster classified and Put forward the scope of application of the emergency management system. Analysis of the characteristics of the procurement of emergency supplies, conduct a detailed study of the management of emergency supplies, explore the factors of the emergency supplies reserves and establish of emergency supplies reserve system. On the basis of the function of emergency logistics center, demand centers, emergency logistics network node facilities in the material during the transfer process, multi-mode hierarchical network is designed, the emergency supplies for the vehicle model is established, which combined with the urgency and road vehicle transport time in real life capacity characteristics. Based on the emergency material transportation dispatch model and the improvement of the minimum cost maximum flow algorithm, the complex emergency transportation of materials and vehicle dispatching problems can be solved after the sudden outbreak. Finally, emergency response decision support system analysis and design are proposed, in which it analysis and divide its definition of the functions of the various functional modules in the process of implementation details, and determine the purpose of rescue support system functions in real life.
