| The rural cooperative in the People's Republic of China was established in 1951, and in 1978, Mr. Deng Xiaoping introduced the reform and opening up policy. After eighteen years, it came to the year that the rural cooperative was charged by the People's Bank of China. And in 2003, the Chinese government promulgated its policy document, deepening rural reform and calling for greater efforts to coordinate development between urban and rural areas, which was, the document said, the fundamental requirement of building a moderately prosperous society. From 1982 to 1986, there were seven policy documents issued by the central committee of the Communist Party of China, after eighteen years, the first policy document, issued by the central committee of the Communist Party of China and the State Council, the Cabinet, was the No.1 central document. And the No.1 central document took "boosting farmers'incomes" as its theme, the one issued on Jan.30,2005, took "strengthening rural work and improving the overall production capacity of agriculture" as its theme, also the one issued on Feb.21,2006, took "constructing a new socialist countryside" as its theme, and 2010, that is "coordinate development between urban and rural areas".Based on the survey data obtained, this article attempts to establish an internal and external evaluation system on the efficiency and effects of the reform in Anhui rural cooperative financial institutions. The evaluation system of rural credit cooperatives in Anhui Province includes operating results, operating efficiency, asset quality, anti-risk ability, liquidity, historical burdens and funding structure of personnel quality, the survey on the satisfaction of Peasant Household and the evaluation of the Anhui rural cooperative financial institutions in the rural financial system in Anhui Province. This evaluation system has an impartial evaluation on the efficiency and effects of the reform in Anhui rural cooperative financial institutions. |
