Along with the establishment of modern commercial production model in the commercial chain has a crucial position in the advertising industry is developing rapidly, but as an important component of public service ads have also been a corresponding emphasis and development. This article first introduction on the research purposes were outlined for the development of domestic and international public service profile and the current situation is analyzed and a comparison with each other, which we can see that accurate and effective public service ads emotional expression not only to advocate the public's aesthetic orientation, creating a culture of good moral habits, encouraging people's attitude to life, and communication between people of the psychological, and social harmony, but also to show the state, government, corporate public image, to enhance their social influence, communication unique cultural values.In this paper, cut into the psychological characteristics of spread of the audience, emphasizing the human emotional psychology is a basic public service ads based on emotional expression; analysis of PSAs in China in recent years the classic case, pointing out that the characteristics of public service ads, emotions reflected in the design of an important public service ads, as well as the subject of public advertisement form and the link between emotional expression. The design of public service ads on the issue of emotional expression research, public service advertising design practice provides a way to attach importance to the design of propagation effects.
