Research On The Regulation Problem Of China's Telecommunication Networks Itnerconnection

Since reform and opening up, especially after the establishment of China Unicom in 1994,China's telecom industry is developing rapidly. Since then, there is a telecommunication networks interconnection with the introduction of competition to break the monopoly in the telecom industry. Only to build a good the regulatory environment of telecommunications network interconnection, there will promote healthy competition in telecommunication companies and benefit consumers, promote the development of China's information industry. The diversification of competition pattern, technology upgrading and business integration makes more and more challenges for the telecom enterprises. In particular, in 2009 three full-service telecommunication enterprises started to compete, all kinds of anti-competitive interconnection issues are also increasingly acute and prominent. At the early stage interconnections issues are the manifestation of the lack of positive attitude, low telephone's put-through rate, inadequate network interconnection capacity and so on. At the secondary stage issues are the manifestation of the telephone and Internet unreasonable from time to time. The subsequent emergence of unauthorized occupation of communication facilities with each other, cutting communication cables, artificial blocking inter-networks communication incidents occurred one after another. These issues not only increased the government's regulatory costs, resulting in an unnecessary waste of national finance, but also made an enormous loss of revenue. To probe into root, all the issues are because China's telecommunication networks interconnection regulation is still not established law system, and telecom companies struggle between the economic interests .This article introduced the meaning of the interconnection in China's telecom industry and China's current situation of the interconnection regulation. With the examples of nearly years interconnection regulation cases, this arcticle has pointed out that the resulting interconnection regulation problems and the cause. Furthermore, with combing the fact this article proposed recommendations on the interconnection regulation.
