The Research On The Establishment Of Chinese State-owned Enterprises' Overall Risk Management Framework

Along with the development of economic globalization, the uncertainties and risks faced by enterprises are increasing day by day. The enterprises'risk management are given more and more focuses, especially under the background that financial crisis is spreading over the whole world. The State-owned enterprises control the life line of national economy, and relate the prosperity and decline of national economy development in our country. Therefore, the innovation and development of the State-owned enterprises'risk management affect the future and destiny of all the Chinese Enterprises. How to build a scientific and suitable overall risk management framework, becomes an urgent topic to be solved , in front of Chinese State-owned enterprises.Base on the research of theories of State-owned enterprises'overall risk management framework, this dissertation analyses the present situation and the main issues of the State-owned enterprises'risk management. By making advanced foreign countries'risk management framework as reference and combining the present situation of China,the author Presented some innovative methods and advanced ideas on the risk management.Theoretically, after researching and analyzing the"Internal Control—Integrated Framework","The UK Turnbull Report and AIRMIC/ALARM/IRM."and"(Australian / New Zealand Standard for Risk Management 4360", considering the particular characters of the Chinese state-owned enterprises,the author proposed that Chinese state- owned enterprises'overall risk management framework should be based on the"guidelines on the Central enterprises'overall risk management",and use for reference advanced foreign countries'risk management framework properly.Then, the thesis analyzes current situation and major issues in implementing risk management: the crux of risk management lies not only in the lack of a scientific framework, but also in the unclearly property rights, invalid corporate governance structure. Therefore, this thesis draws up concrete action plan and raises some countermeasures to improve the state-owned enterprises'risk management framework. It mainly includes: cultivate the advanced overall risk management culture; perfect organizational system and crystallize the responsibility system; shape a scientific and strict internal risk control system; assess risks comprehensively and develop risk management strategies; optimize the information and communication system; establish an effective supervision mechanism and do dynamic management on risks; strengthen risk management personnel reserve, and so on.
