The Measures Study Of Public Financial Support The New Rural Development

This financial support to the theory of building a new socialist countryside is basing mainly on the scientific concept of development with Comrade Hu Jintao as a guide. The modern economic theory, at home and abroad, such as economic growth, supplementes the guide theory. In the guidance of theory, the status and problems of financial support to new rural construction are discussed to explore the reasons for problems with theoretical and empirical analysis. This article put the blame for the county and township fiscal system defects, the "little horse-drawn carts" phenomenon, and the corresponding response of the imperfect financial support for agriculture. In this paper, by analyzing the reasons, we will improve the financial system of county and township and promote the process of agricultural industrialization and the corresponding land policy, public utility and perfection of the financial support measures to promote the building of new countryside. Innovations of this article are to build a shared context of a harmonious society to analyze the relationship between the financial and the new rural construction. From the realization of the financial improving rural infrastructure, public utilities, investment, and expanding rural purchasing power to reduce the overcapacity problems, we put forward the methods and routes of financial institution-building to support the construction of new rural .This paper is divided into five chapters. Chapter I Introduction, elicits the issue of this paper. It begins by describing the background of financial support for the construction of new rural, purpose and significance; Then, the financial support for agriculture in developed countries and developing countermeasures to sum up the status quo of our study were reviewed, and on this basis, the writer made research ideas and methods; And finally the major innovation of this article and shortcomings is made clear.Chapter II is the theoretical basis in construction of new rural supported by financial. First, application of scientific development concept, China's new rural construction should adhere to the principles and objectives and tasks. That the new goals and tasks for rural development is "the development of production, an affluent life style, civilization of township and village, clean and tidy capacity, democracy of management". Then we introduced the theory at home and abroad raised by the sector on the industry nurturing agriculture, traditional agricultural transformation theory, labor theory, theory of sustainable development, balanced development theory, modern economic growth theory, the right financial support to new rural construction enrich the thinking and direction.The third chapter describes the financial support status of the new rural construction and a major problem faced by us. This chapter first introduces the financial support of the new rural construction on the right track. The new rural construction has made great achievements, and then we listed some drawbacks in the financial support of rural production, rural development and public utilities. The drawbacks is mainly in water and other infrastructure construction, education, pension, health care management system deficiencies. Section III, the application of Probit model for empirical analysis discussed the impact elements of the financial support for the new rural construction. This article concludes: rural education, medical care, water conservancy and other infrastructure construction, agriculture science and technology, transport (the distance from the business center) and other factors that affect farmers satisfaction. Finally, the paper believes that the drawbacks of the financial support of the new rural construction are due to the imperfect of county and township fiscal system. This methods include the arrangements for county and township fiscal powers, increase provincial investment of county and township people's livelihood; the establishment of a minimum financial guarantee mechanism in county and township, improving the transfer payment system; rationalizing the city-to-county, county and township fiscal management system; actively exploring the province of Tube County financial system and the " County governing Rural Finance " reform, financial management to achieve "flat"; promoting tax reform, to build a complete local tax system; the county-based integration of public investment in rural areas, to establish a "bottom-up" and the "top-down" a combination of rural public investment decision-making mechanisms; adhering to the law financial management,to strengthen the financial legal system construction, as the implementation of county and township fiscal reform measures to promote the building of new socialist countryside.Chapter V is about the other countermeasures of public financial support to new rural construction. First of all, this chapter proposed to advance the process of rural industrialization to ensure production safety. Finance should provide technical, standards of agriculture and guide rural financing development. Finally fiscal should be aimed at supporting land policy reforms of rural production and the development of public utilities to improve people's livelihood, such as education, health, culture, social security system, new-type rural cooperative medical care system, to take appropriate countermeasures, in particular in the management system and the reform of the financing mechanisms.
