As the 21st century comes, China will speed up the process of industrialization and maintain sustained and rapid economic growth and achieve the objectives, at the same it faces the challenges from economic globalization and information technology. This means we must carry out the industrialization process, on the other hand, we have to complete information struction. We must promot information technology and e-commerce, new technologies and new business model to penetrate the field of traditional industries to information technology in order to stimulate industrialization. Financial management is key to establish a modern enterprise system. Experience show that long-lived corporations are those which own standard financial management. Sound financial management is the security of survival, development and growth for enterprises. In several world-wide waves of mergers, financial management have played a key role. The mergers of enterprises are shortcuts to grow rapidly in short term, thereby it promots the development of industrialization.Business are carring out activities under certain circumstances. In line with, financial management should take into account environmental adaptability. As the network economy era comes, the shortcomings of traditional financial management which applies to a single entity's are highlighted. This requires we develop new financial management model to meet requirements from the operating entity which are characterized virtualization, business complexity, concealed risk. In the new economic environment, with the upgrading of management, increasing competition, the view through management obtaining efficiency has become the consensus of business. Thus financial management, as the core of the management, becomes the natural target need to improve, particularly for Chinese enterprises, because financial management is low-level in many enterprises. Even worse some enterprises have not really meaningful financial management.This paper consists of three parts.
