With the development of global economic integration, communications industry grows fast in China, and becomes one of the Pillar industries in national economy. Since more and more consumers are using mobile phones, price has become a public focus. Pricing strategy is an important competitive strategy for operators, and it is directly related to the interests of both operators and consumers.The telecommunications industry in Hebei Province has experienced a series of reforms since 1990s, and changed into a market of oligopolistic competition from oligopoly market. During the past 10 years, the pricing model of the telecommunications industry in Hebei has been keeping changing, such as linear pricing, two-part pricing, cross-subsidies, and discrimination pricing. However, due to the lack of supervision and theoretical guidance, the price plans of telecommunications industry in Hebei has been based on needs of market competition and personal experiences for a long time. Therefore, the research of pricing has vital significance.This paper is mainly based on the telecommunications industry in Hebei Province, and tries to establish a scientific and effective pricing model by discussing the game theory, operational costs theory and other basic theories. The framework of this paper is as follows:1. Build up the framework of this paper by analyzing the background of mobile telecommunications industry in Hebei and the significance of pricing model.2. Providing theoretical basis in order to establish a scientific pricing model.3. Evaluate the mobile telecommunications industry in Hebei Province and analyze the major factors that influencing the pricing model.4. Build up price control model, committed-time pricing and peak-time pricing models by discussing government regulation and non-average-cost pricing problems.5. From the aspects of legal regulation, consumer rights protection and self-regulation, advices will be given on healthy development for the mobile telecommunications industry in Hebei.
