At the present time, technology and operation of telecom industry develop speedy with each passing day, the structure of market competition changes fiercely, the number and consumption of telecommunications users continue to maintain rapid growth. The consumers have put forward higher requirements for operation and services of telecom industry. Telecommunications tariff gradually becomes the focus of public and medias. As an important means of economic regulation, telecommunications tariff relates to the people's vital interests, the country's telecom industry policies, the profitability of telecommunications enterprises, and also relates to health and development of the entire telecommunications industry. Therefore, the research on the formation mechanism of telecommunications tariff has significant meaning in both theoretics and reality for our country, enterprises and consumers. This paper aims at current status of telecom tariff management and the deep-seated problems, combined with the pricing methods which are extensively discussed and concerned in society, researches systematically on the theory and model of telecom tariff forming mechanism, analyzes the principles, behaviors and influences of three main factors such as government, enterprises and consumers in telecom tariff forming mechanism. The formation mechanism of telecommunications tariff is explained in this paper, and advices for adjustments of the various factors is also given.Government is the system designer of the telecom tariff formation mechanism. At the presenet time, the status of telecom tariff regulation is: a little portion of the operation business implements government pricing, a portion implements upper price limit regulation, most business is regulated by market. Through the research on market structure and etc., based on principal-agent relationship mechanism, the upper and lower price limit regulation is thoroughly researched. This paper also research China's mobile phone and long-distance calls by the means of asymmetrical regulation theory, recommends the qualitative and quantitative analysis of the degree of market competition, and timely adjustment of the strength and control of asymmetric regulation method. Enterprises are the executor in telecom tariff formation mechanism. Along with the ever-increasing competition in the market and constant relaxation of government regulation, enterprises are now turning from the only executor to principal part of pricing. According to the government's telecom regulation policy, pricing behaviour has become increasingly flexible and diversified. In this article, pricing behavior, method and strategy of telecommunications enterprises are researched, and the forecast development direction of pricing strategies is put forward.Consumers are the direct influence on telecom tariff formation mechanism. With the development of the market, consumers play a more and more important role in telecom tariff formation. Nowadays, to protect and preserve the interests of consumers has become one of the fundamental objectives of government tariff regulation. And to win the favor of consumers is an important goal which is pursued by enterprises in market competition, especially with the increasment of the awareness of safeguard interests and the channels throuth which consumers can express their views, government and enterprises pay more and more atterntion to the customer value and apperception. The concept that to develop with customers' value and satisfaction has become increasingly mature. All of these has make consumers play a more important role in the formation mechanism of telecommunications tariff.After systematically research on telecom tariff formation mechanism and related impact factors, the theory and method of System Dynamics is used, furthermore, telecom tariff formation mechanism is established. Thereafter, empirical studies have been taken to verified mobile phone tariff model and the simulation data is verified. Through the research, it is indicated that raising influence of both government and enterprises will have a certain degree to slowing down the decline of telecom tariff, however, the enhancement of consumers' influence and market competition, could lead to an accelerated decline in telecommunications tariff.
