In recent years, power grid construction has intensified,and the construction conflicts legal disputes increased due to the construction of power grid. The various units of power grid construction generally feel that the external environment in power engineering construction are getting more and more complex, and the work was difficult to do. In coastal areas, the ratio of policy processing expenses to the total cost in 2002 has increased from 16% to 33% in 2008 in grid construction. From planning, approval, design, construction to final acceptance, the power grid construction involves the land pre-approval, red planning line, environmental assessment, land acquisition, seedling compensation and other links, created multiple relations with government departments and property owners, constrained by the external environment greatly. The more complex external environment the grid construction facing, the more prominent external environment risks the external environment of power grid construction producing.Start from the angle of outside risk management of Power Grid Project, this article Investigate how to lead the construction project risk management idea into the outside risk management of power grid construction, and using the method which combination of subjective and objective, qualitative and quantitative to constructed a multi-level fuzzy comprehensive evaluation model, analysis and discusses the outside risk of China's current power grid construction projects. The main content as follows:First, card the fundamental theory of power grid construction projects outside environment risk management. Firstly, analysis and define the specific power grid construction projects outside environment and the major interest groups which Involved in. secondly, put forward the goal of outside risk management of external power grid construction projects .Finally, summarized the whole process of outside risk management of external power grid construction.Second, identification the external risks of grid construction. Firstly, we elaborated the whole procedures and basis of the risk identification of the outside power grid construction. On this basis, we use the method combination of Delphi method, decomposition analysis and flow chart to predicate the risk source of external grid construction project risk. Finally, we formed a factors tree of the external risk of power grids construction.Third, specifically analysis the outside risk factors of power grid Construction, established an external risk assessment system of power grids construction in accordance with the principles of comprehensive, scientific, hierarchical, logical, and operational.Fourth, Design the overall external risk prevention and control system of the power grid construction and specifically design prevention and control mechanisms in connection with the specific external environment risk problem in the power grids construction. Proposed risk response strategy combined with the results from risk prevention, risk mitigation, risk transfer, risk retention, risk reserve, and given the coping strategies selection method of the external risk of the power grid construction project Features.The thesis concentrates on construction project risk management theory and method, proposed application that suitable for external risk management index system and comprehensive evaluation index system which combination the facing external environment features of power grid construction. At the same time, we designed the dynamic evolution prevention and control system of external risk of power grid construction project according to the characteristics of power construction project, and hope to provide a reference to the external risk management of the power grids construction, to achieve harmony external environment of the grid construction.
