Study On Rural Social Old-age Insurance System Operation Currant Status And Countermeasure Of Linyi, Shandong

Being a part of the social insurance system, the rural social old-age insurance has played a great role in ensuring the old's livlihood of villagers in Linyi, the government and villagers pay more and more attention to the policy which benefited to the mass. As a result of the difference in economic development level, especially, the district of Lanshan is dominant in the economic power, the treatments of social old-age insurance for villagers of all districts and counties are in great difference. At present, the pooling level of social old-age insurance now being the county level, and because of lower pooling level and overall pension ,the pension of social old-age insurance for villagers is in injustice; compared to the pension of social old-age insurance in urban, the inequity become more distinct. To make the rural social old-age system more perfect and solve the problems of the great gap in pension and low pension, achieve the goal of coordinating the social insurance system, and maintaining equity and justice between urban and rural .First and foremost, reviewing the development process of rural social old-age insurance of China and linyi specifically, then, stating the main content of the rural social old-age insurance system of Ministry of Civil Affairs and Linyi, and made an analysis briefly. Secondly, integrating the policies of rural pension of Linyi, the survey about rural social old-age insurance system operation, and then deeply analyse the problems of rural pension of Linyi by the means of the status of rural pension of Yinnan and Lanshan. Thirdly, chosing rural pension models of Baoji, Qingdao, Daxing district of Beijing as objects, gaining corresponding conclusions througing comparison . At last, on the basis of some theories and current economic development level, giving some suggestion from kinds of perspectives to develop rural pension undertaking of Linyi.
