Regional Economic Integration In Pearl River Delta Under The Provincial Strategy Of Industry And Labor Migration

The reseach of Pearl River Delta regional economic Integration, has long been a hot issue in the academic study of regional economic development. In addition, with three decades of Chinese reform and opening-up policy, the region has got remarkable amazing achievements. However, they are facing resources, environment and labor and so many constraints at the same time. In order to break through the bottleneck, Guangdong Province promulgated the provincial strategy of industry and labor migration in 2008. The thesis are going to research the relationship between regional integration and industrial migration, the evolution and current situation analysis of this provincial strategy and the development of the Pearl River Delta regional integration process, and the reveal of the impact of the former on the latter process. The thesis are going to find out what's behind them, and to make some reasonable development strategy, which is the purpose of this thesis.With the relevant theoretical knowledge of regional integration and industry migration, this thesis introduces the situation, the policy evolution, the current effect and problems of the provincial strategy of industry and labor migration. In this thesis, the author constructs an evaluation system of economic overview and production factors. With the relevant economic indicators and dates of the Pearl River Delta region in 2004-2008, this thesis evaluates the whole competitive capability and the current situation of integration. With the calculation of location quotient and the industrial similarity coefficient, this thesis has made a more in-depth discussion and research on the industrial division and layout of the Pearl River Delta regionThis research has the following main conclusions. (1) The provincial strategy of industry and labor migration reflects the major influence on the less developed areas in Guangdong Province, however, the current impact on the role of industry in the Pearl River Delta region has not fully played out. (2) The integration of Pearl River Delta region is promoted and led by the government. Guangdong Province divided the Pearl River Delta region into three economic circles according to the geographical location, which are Guangzhou-Foshan-Zhaoqing, Shenzhen-Dongguan-Huizhou and Zhuhai-Zhongshan-Jiangmen. The government sets a core city in each circle, and plans that first to achieve the local integration of the three economic circles, and ultimately achieve the Pearl River Delta region economic integration. (3) The integration of the Pearl River Delta regional is at the initial stage. Most of the co-operation agreements are mainly in transportation communications, public affairs, capital construction, few about industries. Each economic circle has not yet built the complementary industry chain. (4) In the view of the industrial division and layout, Guangzhou-Foshan-Zhaoqing has the most potential for integration, which industries are highly complementary, with more reasonable gradient development. Shenzhen-Dongguan-Huizhou's industry is most isomorphic; Zhuhai-Zhongshan-Jiangmen's industry is also isomorphic, and its overall economy is not strong. To integrate the industries of three economic circles is still a whole long way to go.
