| In modern society, the industrial structure is generally regarded as an important link between human economic activities and ecological environment, which is not only a'resource allocation device', but also considered as a control volume of environmental resource consumption and pollutant's quality (type) and quantity. The rationality of industrial structure and layout have been directly related to the quality of people's living environment, even affect the harmony between economic and environment.The grey correlation analysis applied in this paper will interpret the relativity between three industrial structure's development of Changsha, Zhuzhou and Xiangtan (Chang, Zhu and Tan area) from 2001 to 2007, and the contemporaneous pollutants which, in some degree, have influence on urban environmental quality. On this base, with the application of combination method of quantitative analysis and qualitative analysis, this paper demonstrates the impact on environment from industrial structure of Chang, Zhu and Tan area, then gives several suggestions and countermeasures about industrial structure's adjustment. The main conclusions and results are as follows:(1) Industrial structure is a dynamic system, and the interaction of system's each factors lead to transformation in industrial structure. If any factor, for example, energy, material, information, etc., has transformed, it will result in impact on the industrial structure changes. Thus, in the study of the relationship between industrial structure and environmental pollution, application of dynamic system analysis is highly necessary, especially comprehensive analysis, which is combined with differences in the spatial distribution of industrial structure.(2) In this paper, application of gray correlation analysis in three industrial developments of Chang, Zhu and Tan area, reaches a conclusion that the tertiary industry makes the most important contribution on the economic development in Chang, Zhu and Tan area, followed by the secondary industry, and the smallest by primary industry. In the secondary industry, industry shows great correlation with secondary industry, which is much higher than the correlation between construction industry and secondary industry. It demonstrates that industry of Chang, Zhu and Tan area occupies the leading position in the secondary industry. Although the tertiary industry is closely related to GDP, the lower internal developments mainly appear in low-tech wholesale retail trade and catering industry.(3) Because of the diversity of production methods, technical process, energy structure and production in three industries, different influences have occurred in urban environment. Comprehensive analysis of the contribution of three industries on GDP and characteristics of its production, infers a conclusion that secondary industry results in the heaviest impact on environmental in the Chang, Zhu and Tan area. Impact from primary industry and tertiary industry are slightly lower. However, with the rapidly development of the wholesale retail food industry of tertiary industry and tourism industry, the probable impact on the environment should not be ignored.(4) The results of comprehensive analysis in environmental pollutants produced by per unit area and per unit output value in the Chang, Zhu and Tan area, compared with the average level in Hunan Province, which reaches a conclusion that economic development of Changsha brought minimum environmental pressure among the three cities. Second is Zhuzhou. Most severe impact on environment is caused by economic growth of Xiangtan. Therefore, it's necessary and essential to take the action of industrial restructuring, transformation and upgrading in Zhuzhou and Xiangtan, and to achieve optimal growth of environment.(5) Based on the overall analysis of three industries, industrial pollution is the main factors of environmental quality deterioration in Chang, Zhu and Tan area. According to the rank of correlation of industrial and environmental pollutants, we can see:in Changsha, pollutions are mainly caused by the new developed industry of communication electronics equipment manufacturing and the food industry of traditional light industry. In Zhuzhou and Xiangtan, petrochemical industry, machinery manufacturing industry and other heavy industry mainly give the rise to pollution. In common, gas-fuel electricity industry is smaller related with the pollution in the three cities. In addition, analysis of gray correlation order of predominant industrial and industrial wastes in Chang, Zhu and Tan area, reaches the fifth conclusion that industrial emissions always keep high level of correlation with the industrial output value, also greater than the correlation of industrial wastewater and the industrial output value. Industrial emission is the main factor affecting the quality of environment in Chang, Zhu and Tan area.(6) To address the problem of the industrial structure adjustment in Chang, Zhu and Tan area, following recommendations are given:1) Rationalize the industrial structure, give priority to the development of the secondary and tertiary industries.2) On the guidance of both policy guidance and market regulation, step to industrial restructuring; 3) Heavily polluting industries should receive centralized management; 4) Raise the level of internal development of tertiary industry; 5) With coordinated development of environmental and economic, develop ecological agriculture. |
