The Empirical Study Of The Pollution Transfer In The Process Of Industrial Transfer Between Regions Of China

With the implement of reform and opening-up policy, china have been an important base in undertaking international industrial transfer. Due to the restriction of environmental policy, some industries which have high pollution intensity and consume massive energy have to find a new place where have a low environmental standards. Pollution transferred in the process of international industrial transfer. In the same time, in order to develop economy, the middle and west region of china are looking forward to undertake the industrial transfer from eastern. The environmental standards in east of china getting stringent more and more. All those phenomenon indicate the pollution transfer in the regions of china. The pollution transfer in the regions of china can neither solve the overall environmental problem nor be good to the environment in the middle and west region of china. In order to avoid the middle and west region of china become the pollution haven of eastern and promote the construction of ecological civilization in our country scientifically, it’s essential to study the current situation and internal mechanism of the pollution transfer in the regions of china.In order to confirm the scope of our research, this paper first define some concepts about pollution transfer. Then we conduct a theoretical analysis of the internal mechanism of pollution transfer in two aspects. We use both comparative analysis and factor decomposition analysis to investigate the current situation of the pollution transfer in regions of china. We find the evidence of pollution transfer between the regions of china. Then we embed the environmental regulation variable into the local and industry characteristics interaction model to investigate if pollution haven hypothesis real exist in the regions of china. For accuracy of the estimate result, we use the method of instrumental variable. The result indicate environmental regulation influence the pollution transfer signally. Finally, this paper give four advices to prevent the pollution transfer between the regions of china.
