A Research On The Equalization Of Public Scientific And Technological Service In Guangdong Province

Public service, which is lack of or is not balance, is a bottleneck of economic and social development. At the Fifth plenary Session of the Sixteen CPC Central Committee, the equalization of basic public service was first advocated. And then, in the《Building a harmonious socialist society CPC Central Committee on Some Major Issues》,under the background of Strengthening the system construction, and ensuring social fairness and justice of the major tasks,"Improve the public finance system and progressively realizing the equalization of basic public services"was put forward. In 2007, the 17t h Congress report reiterated"on the aim of the equalization of basic public services and the construction of the main functional areas, improve the public finance system".Now, according to the priorities of public services, we first got results in the compulsory education, public health and Social Security. Despite the problems, compared to the science and technology public services, they have a relatively high level of performance. Actually, public scientific and technological service contributes to transform economic growth and building a socialist harmonious society. Therefore, we should attach importance to the equalization of public scientific and technological service.A country's science and technology development to a large extent determine the level of the country's comprehensive national strengths and weaknesses can be confirmed by the historical development. Because of widespread market failure, such as public goods, externality, indivisibility, uncertainty and information asymmetry, Government must step in scientific and technological activities. The equalization of public scientific and technological service coordinates the relationship between efficiency and fairness, and sets up social equity which will spur the economic development well. Public scientific and technological service, as the most typical items of public services, demands that has for whole society. Therefore, the Government should assume the most responsibility for this part and fully plays its role in smoothing differences between groups.In Guangdong Province, there are significant differences in regional development. The economy of the Pan-Pearl River Delta is growing much more rapidly. East and West wings and the northern mountain development are lagging behind. The unbalanced degree of Pan-Pearl River, East and West wings and the northern mountain is also enhancing and showing a more pronounced Matthew Effect which is the rich people becomes richer while the poor gets poorer. If the gap continues to widen, the unbalanced degree goes against the economic development of backward areas and the healthy development of socialistic harmonious society. The equalization of public scientific and technological service is a foundation work for promoting economic development, reducing regional disparities and promoting the social equity and justice.On the basis of relevant theories of the equalization of public scientific and technological service, using public management, public finance and other theories, along with the Uneven regional distribution of public services, with equalization of International experience this paper builds a complex index by comprehensive evaluation to evaluate the degree of public scientific and technological service's equalization. This paper researches regional disparities of Guangdong's public scientific and technological service and explains the reason and puts forward the measures for the object of regional equalization of public scientific and technological service with the actual situation in Guangdong.
