From the middle of 90s in 20th century, with the broaden gap between the regions in our country, our government has successively released many policies to support the development of less-developed areas, especially releasing one after another some regional development strategies of the important areas, such as the Western Development Strategy, the Strategy of Revitalizing the Traditional Industrial Base of Northeast China etc, the Strategy of Promoting the Rapid Development of the Central Region. The implementation of the development strategy and the policy for the above areas plays an important role for promoting the development of the less- developed areas and the coordination and development of every area. In recent years, the development environment of the Western area has been improved evidently, the economic vigor of the Northeast area has been strengthen evidently, and the Central Region has also had the new tendency of the economic development speeding-up. But undeniably, the regional difference in our country has not been shortened because of that, and it even has been broadened further. In the market economy system, it is a normal phenomenon to having the regional difference to some degree. It is a long-term task to keep the regional difference in a certain degree. In such circumstance, how to understand the essence and connotation of the regional coordination and development and which policies and measures it should promote the regional coordination and development through, these are the questions which have the important theoretical significance and also have practical value. The 11th Five-Year Plan and the Report to the Seventeenth National Congress of the Communist Party of China have expatiated systematically on the regional coordination and development in our country. Both the above two documents emphasize realizing equalization of the basic public service. And both are the important approaches to shorten the regional development difference and to promote the regional coordination and development. On the basis of the concrete analysis on the connation and the related theories of the basic public service equalization and the regional coordination and development , this paper develops the systematical analysis on the questions such as the formation and the basic content of the regional coordination and development strategy in our country, the important significance of the basic public service equalization to promote the regional coordination and development, and the measures to realize the basic public service equalization.In recent years, our government pays more and more attention on the issue of the regional coordination and development, and gradually forms its strategic system. The regional coordination and development has very rich connotation. In general, it mainly consists of shortening the regional per capita income difference gradually, realizing the equalized basic public service which should be enjoyed by the people of each region, promoting the harmonious development between people and the nature in each region, and forming the coordination and interactive mechanism for the exertion of comparative advantage between the different regions. Specifically speaking, the strategic system of the regional coordination and development in our country mainly includes the contents such as the strategy of shortening the regional development difference which emphasizes on realizing equalization of the basic public service and the reasonable flowing of the productive factors, the general regional development strategy of promoting four main regions to form the proper development structures and the coordinative and interactive mechanism, the territorial development pattern strategy of adjusting the economic layout according to the retirements of forming the main body area, the regional integration strategy of breaking through the canton circumscription to form several economic circles and economic strips, the supporting strategy of the special areas and the poverty areas with a core content of increasing the supporting degree on the development of the old revolution area, the minority areas, the border areas, and the poverty area, and the urbanization strategy with Chinese characteristics to promote the coordinative development between the cities of the large, medium, and small sizes and the town and to develop the city group.Realizing the basic public service equalization is the important composing part of the regional coordinative development strategy, and at the same time it is also the precondition of comprehensively carrying it out. Form the angle of shortening the regional development distance, realizing the basic public service equalization not only is one of the important contents in it, but also has extreme significant function in improving the investment environment of the less-developed area, increasing the accumulation of the human capital, directing the proper trans-regional flowing of the productive factors on the basis of the first two. Form the angle of promoting the harmonious development between people and the nature and the construction of the main body area, realizing the basic public service equalization is the key part to ensure the basic rights and interests of limiting the development areas and forbidding the development areas, and to advancing the positive cooperation of the local government and residents in the construction of the main body area. In addition, realizing the basic public service equalization also is the fundamental guarantee conditions of forming the proper division relationship and the coordinative and interactive mechanism among the regions, and eliminating regional conflicts such as the Local Protectionism.Realizing the basic public service equalization must base on the precondition of the financial system reformation and the basic equalization of the public finance in each are. For enhancing the guarantee level of the basic public service, our country must further deepen the local government administer structure reform, speed up the transformation of the government function and the switch from"the productive and constructive"finance to the finance mainly providing the basic public service. For realizing the basic public service equalization, our country must make the systematic reform for the financial transfer payment system. At present, the existing problems in the financial transfer payment system in our country mainly includes: the overabundant forms and the interactive overlapping, the serious irrationality in the structure; the evident high ratio for the special transfer payment, and the numerous and jumbled classes, almost involving all payment items; the lack of criterion and the openness and transparency in the means of allocating the transfer payment funds; the faultiness the financial transfer payment system in the province and below. The main tasks to promote the reform of the financial transfer payment system includes: first, canceling tax pay-back and the system subsidy; second, further standardizing and strengthening the financial adjustive transfer payment; third, clearing and compressing the present special transfer payment program according to division of the payment responsibility between the governments. Forth, speeding up to perfect the financial administer system in the province and below.
