Research On Method Of Economic Evaluation For Railway Double Layer Container Transportation Channel Construction Project

As the formulating and implementation of medium-and-long-term railway network planning and its adjustment, our country's railway has entered rapid growth stage. The current method of economic evaluation for railway construction project shows up more and more limitation in practice, and it also can't adapt to the economic evaluation for the construction project of the railway double-layer container transportation channel. This paper is based on analysis of the existing problems of current method of economic evaluation for railway construction project and the technical and economic feathers of railway double layer container transportation channel's construction, trying to establish a set of method system adapting to the economic evaluation for the construction of railway double layer container transportation channel.This paper stands on the limitations of current economic evaluation for railway construction project, which ignoring the network and system feather of railway construction project, puts forward a set of method for calculating the benefits of railway network, which bringing the new project into the existing railway network, and study the influence scope of the new project, there from puts forward a method of calculating the benefits of railway network.According to the problem of the application of with vs. without in practice of economic evaluation for railway construction project, this paper focus on the existing problem of transportation demand forecast and make exploration to its solving methods, and emphasis on the transportation demand forecast in without project situation which based on the willingness and ability of investment, and put forward of method of application of BP neural network and Logistic model for the transportation demand forecast in without project situation.This paper combines with the feathers and the theory of modern evaluation, puts forward a financial evaluation method which adapting to the technical and economic feather of railway double container transportation, which takes the increment transportation income and the saving of transportation cost as the project's benefit, depicting the advantages of the double container transportation accurately.Aiming at the limitation of current method of economic evaluation for railway construction project, such as the concept is not clear and repeat calculation in cost benefit analysis, analysis of cost-benefit accordance with benefited group is introduced to the practicing of economic evaluation for railway construction project.At the end of this paper, the method of economic evaluation for the railway construction project presented in this paper is applied to the economic evaluation for the double layer container construction project of Lanzhou-Chongqing.
