The tobacco industry is a special industry. On the one hand, it strictly by the state program management; the other hand, it is protected by the state monopoly. The same time, cigarette products, and our high-margin, high taxes, make the government financially dependent on their certain. China's accession to the World Trade Organization, the protection of the end approaches, the tobacco industry in the next few years to completely open their markets to enter the domestic market, international competition situation fully. Provincial tobacco companies have gone through mere expansion of the scale, raise prices, adjusting the structure to increase the efficiency of the stage, is entering a new era of competition, relying on soft power. China Tobacco Hunan Industrial Corporation as the main body of market competition, face many new pressures and challenges.In this paper, the development of the Chinese cigarette industry is facing internal and external environment for the Ages, Tobacco Hunan Industrial Corporation combines manufacturing, marketing, technology, procurement and other core business processes and living environment, the status of proposed development company the "four centers" related recommendations and factors of production value chain to promote the effective transfer of relevant strategies. And on internal control, corporate culture, human resources and other related security measures were analyzed, and suggestions were put forward measures. I believe the provincial tobacco industry, especially Hunan Tobacco Company positioning and development of some reference.China Tobacco Hunan Industrial Corporation platform of the "four centers" collaborative management is a systematic project, involving system innovation, organizational innovation, mechanism innovation and management innovation. Also many problems to be resolved, there are three main problems in common:first, to establish and improve the scientific management and incentive mechanisms; second is a reasonable solution standard, efficiency and vitality of the problem; third is the "four centers" in organizational structure re-positioning and key in the value of innovative research. Through this research, trying to solve this puzzle Tobacco Hunan Industrial Corporation in the development of an important issue.
