In China, rapid economic development is inseparable from increasing energy demand, But the shortage of coal, oil and other conventional energy and the tremendous damage which is caused in the process of developing to resource and environment has slowed down the rapid developing pace of China's economy. Biomass energy as an alternative to conventional energy is an important thing, related to China's economic development and ecological sustainable development. A large number of biomass energy implementation projects alleviate the contradictions of China's energy supply effectively; reduce the damage of energy use on environment. In the context of obvious contradiction in China's energy supply and need, energy self-sufficiency pressure and environmental pressure, how to explore a path for promoting coordination development of biomass energy is not only a real economic issue, but also the strategy issue which relate social stability with long-term development. Therefore, what will the rational development of rural biomass energy industry in Heilongjiang Province give the market in the end? What kind of development model of biomass energy industry in rural areas of Heilongjiang Province should be established? Address these issues to develop the right strategy for energy diversification and rural biomass energy industry development path for the economy and society in Heilongjiang Province, resources and environmentally sustainable path of development has important practical significance. Solving these problems have important practical significance for setting down right energy diversification strategy and path of rural biomass energy industry development, and for seeking the sustainable development path of economy and society, resource and environment in Heilongjiang Province.First, the paper analyzes development situation of biomass energy industry of typical countries such as United States, Japan, EU, Brazil and others; learns their experience and combines with the development situation of biomass energy industry in rural areas of Heilongjiang Province such as the internal strengths and weaknesses,external opportunities and threat, point the neediness for development model building of biomass energy industry in rural areas of Heilongjiang Province; followed in accordance with the physical reserves of biomass resources in rural areas of Heilongjiang Province the paper divided Heilongjiang Province into three areas:(1) resource-rich regions:Harbin, Qiqihar, Suihua; (2) resource-general regions:Jixi, Shuangyashan, Daqing, Jiamusi, Mudanjiang, Heihe; (3) resource-poor regions:Hegang, Yichun, Qitaihe, Daxinganling; finally according to all characteristics of regions as a whole the paper builds development model of biomass energy industry in rural areas of Heilongjiang Province. Resource-rich regions:leading enterprises+cooperative+ farmers; resource-general regions:technology centers+base+farmers; resource-poor regions: guidance center+farmers. Then, the paper uses DEA (+PCA) model to establish evaluation index on the overall characteristics of the region which helps to evaluate overall performance of development. Finally the paper studies the support system establishment of development model of biomass energy industry in rural areas of Heilongjiang Province from model of policy, capital, technology, awareness and the implementation strategies from enterprise level, cooperative level, farmer level, in order to ensure biomass energy industry development in rural areas of Heilongjiang province go on wheels.Establishment of development model of biomass energy industry in rural areas of Heilongjiang Province is conducive to promoting the economic and social sustainable development in Heilongjiang Province; conducive to expanding agricultural functions, to improving the overall efficiency of agriculture and the promotion of farmer income; conducive to helping to ease energy pressures, to ensuring national energy security; conducive to helping to improve the rural environment and promote a new rural socialist construction.
