| Putting forward the idea of Major Functional Districts can not only reflect an important change of national adjustment of regional development strategy but also bring a great change of local development conception. There is the oil, coal, agriculture, forest, the resources superiority and the ecological in Heilongjiang province as the location advantage, which is one of the pilots in the whole country. The Main function for the development concept of ecological industry creates opportunity for Heilongjiang. Search the Eco-industry, which under the background of main-functional zones, and it is meaningful to promote the development and prohibited development which limited in Heilongjiang province regional economic, social and environmental development as well as enhance the competitiveness of ecological industry.The theoretical basis of this paper are the theory of Major Functional Districts, the theory of sustainable development, and the industrial ecology theory etc. The author offers a new research perspective solution to the study of the development and effect of eco-industry. It has an important theoretical significance for the research of the development and effect of eco-industry. And as well as plays a part a certain reasonable positive guidance for the future development of eco-industry, which are the habibat and functional area in Big and Little Xing An Mountain in Heilongjiang industry. The article will not only adopt the qualitative method and the quantivative approach, but also uses the analysis method and normative analysis, which link the literature analysis to promote the development and enhance the competitiveness of ecological industry.At first, the paper defined the concept of t the habibat and functional area in Big and Little Xing An Mountain in Heilongjiang and eco-industry, and induced the theoretical basis for the development of eco-industry under the background of major functional districts, laid the thecoretical foundation for the research of development and effect of eco-industry in the habibat and functional area in Big and Little Xing An Mountain in Heilongjiang. Secondly, this paper analyzed macro environment by employing PEST analysis method. And analyzed the political and legal environment, economic environment, social cultural environment, technical environment of eco-industry. Through the analysis method of SWOT, it analyzed the internal and external environment of eco-industry. And analyzed the strengths, weaknesses, opportunities and challenges of the eco-industry development according to the current situation of eco-industry in the habibat and functional area in Big and Little Xing An Mountain in Heilongjiang. And reached a conclusion that the eco-industry in t the habibat and functional area in Big and Little Xing An Mountain of Heilongjiang should take the "opportunity developing" strategy. This paper analyzed the relevance between the development of eco- industry and the forest economy by the method of co-integrated analysis. The study shows that development of eco-industry and economic growth is long-term co-integrated. Under 90% confidence level and 1 period lag, there is a single direction of Granger Causality between development of eco-industry and economic growth, which proves the positive impact on growing GDP by developing eco-industry. In the end, it proposed a policy proposal with the purpose of speeding up the development of the eco-industry in the habibat and functional area in Big and Little Xing An Mountain in Heilongjiang. |
