With the rapid economic development of the world and the rapid advancement of information technology, human society is irreversible access to the information society. The software industry as the core of information industry, is the basis of the national economy and strategic industries, and also the competitiveness of the important areas. In the international software outsourcing, the US-led Western developed countries are the main party awarding ,the Indian with the language advantages of its unique environment, occupying 60% of the global business of software packages then become the world's software center.Now, with the political and economic changes of the world, the cost of Indian software companies rise, the world start to pay attention to other countries. Chinese software industry is facing unprecedented opportunities for development.In this paper, from the theoretical background and motivation, analyzing the software outsourcing of the world and comparing two sides situations, use the revealed comparative advantage index (RCA) and competitive advantage model, to analyze Chinese strengths and weaknesses of undertaking the software outsourcing. By learning the advanced experience of India, combined with Chinese software outsourcing industry development, propose series of recommendations and measures: enterprises, universities, research institutions should cooperate to cultivate high-quality software talents; enterprises should be based on their status, breakthrough their advantage business; large, medium and small enterprises collaborate to form a complete value chain; industry associations should play the role of a bridge to promote the rapid development of software industry; government departments should actively implement the preferential policies for software outsourcing, strengthening intellectual property protection, create a favorable policy environment for the software outsourcing industry.
