Strategic Studies On Rural Economic Development In Heilonggang Area Of Hebei Province

The issues about agriculture,rural areas and farmers play an important role in modernization of China,and the most difficult part in the modernization is the development of rural areas. China is a populous country,and the most people here live in rural areas. On the whole,the worst weakness in China is rural area,the worst disadvantaged groups are in rural areas,and the worst problem is from rural areas. The important part and difficulty in construction of well-off society in an all-round way is rural area,and without farmer's life in comfortable level,there is no well-off society in the whole country. To increase the farmer's income,to achieve well-off life and build a harmonious society,we must pay attention to the economic and social development of rural areas. So the development of rural areas affects the modernization of China,and the achievement of well-off life.Heilonggang Area which located in the southeast of Hebei province and the northern half of the Huang-Huai-Hai plain is an important part of the Haihe Plain. Heilonggang Areas which broadly include Hengshui all,Xingtai all and the most part of Handan and Cangzhou,its square measure is 34,000 square kilometers,and it is 60 percent of the Plain area of Hebei province,and 26.4 percent of Hebei province. From natural conditions, drought and water shortage there owing to Semi-arid monsoon climate;From social and economic conditions,the level of urbanization there is low,economy is underdeveloped, the gap between Heilonggang Area and the other developed areas in Hebei province is great,let alone the developed areas of coastal region. All these give a serious challenge to Heilonggang Area,and how to draw some development strategies from the whole and the overall perspective for it is particularly necessary.From the status of Heilonggang Area,advantages,opportunities,disadvantages and challenges there are analyzed. The advantages include resources advantages, geographical advantages and human environmental advantages. Opportunities include the wide space of the various industries,some opportunities from policy and the enhanced driving force of factors. The disadvantages include the unreasonable structure in industries,the no change of the extensive growth mode and the weak infrastructure. The threat mostly is the big gap between Heilonggang Area and coastal areas,and the threat of marginalization. Then drawed on the experience of the developed areas home and abroad,strategic choices in a long-range plan are proposed,preferential policy should be strengthened;Continue to strengthen the input of capital;Reinforcing rural infrastructure construction to promote adjustment of industrial structure;Enhancing technical training for farmers to increase their work skills;Use the power of talent;Focus on the construction of small towns.
