Comprehensive evaluation is the full-scale evaluation of object with impersonality, impartiality and rationality. And bargaining evaluation problem is the combination and expedition of theory about comprehensive evaluation and negotiation theory. The bargaining evaluation is exist abroad in our daily and the Chinese and foreign scholars also advanced the bargaining theories or the evaluation method, but systematical theory and method of bargaining evaluation is quite few at present, and at least there exist the following questions:How to establish the consistent relatively satisfactory aggregate of index, the theory and method study about the multi-agent and multi-issue bargaining combination evaluation problem, the combination method of the multi-agent in a comprehensive evaluation problem and the application of it.This paper's research contents include:The solution about the index issue (definition of issue sees the 2nd chapter) bargaining combination evaluation problem: unifies the multi-agent's opinion which inconsistent about the index collection, and formulate model from individual rationality and the collectivity rationality, obtains the consistent relatively satisfactory index collection in the end; discuss the weight issue bargaining combination evaluation problem, advanced gradually in every way through the evaluation flow design to find satisfactory weight and evaluation.The second chapter firstly to formalize the bargaining combination evaluation problem, and particular study improvement direction about the negotiation (definition saw the 2nd chapter). Secondly, study the bilateral index issue bargaining combination evaluation problem designates the negotiation coefficient and, based on this carries on the conformity with the index collection information and the index with its importance, determined the evaluating index aggregation, and obtains the relatively satisfactory index aggregation which through the index aggregation between information cover relations each appraisal side accepts. Finally, through an example explanation the method and application step.The fourth chapter is the empirical study; take the Ningxia postal service corporation as the example which according to the second chapter of bargaining evaluating index system's construction.At the end of the dissertation, it summarizes the results and contributions of the research, and points out the further research direction in the future.
