The Study On The FDI Inter-industry Technology Spillover Effects In China

As the process of globalization, foreign direct investment became an important factor of economic system. FDI is an important way for the developing countries to get advanced technology and catch up with developed country in a shorter time. From 1980', China also made a lot of effect to attract FDI. By now, China has the most quantity of FDI. In 2008, the quantity of FDI achieved 74.768 billion dollars.Some discussions around this situation also brought out:In this process, is FDI brought technology spillover? Which channel have the technology spillover mainly came through? Around these questions, this paper does some research on both theory and positivist sides. This paper made a literature review, and then introduced the principal influencing factors of technology spillover; the character of technology spillover.This paper contains four parts of studies:literature review, theoretical framework, empirical study and policy-making proposal.The academic research about FDI technology spillover has became a hot topic. From the mechanism research to existence test, there are a lot of papers working on it. The researches are mainly concentrated in the channels and determinants of FDI spillover. Technology spillover contains inner-industry and inter-industry spillover. Inter-industry technology spillover includes backward and forward spillover. There isn't a certain conclusions of which way the technology spillover came from yet. In china, they still pay mainly attention to inner- technology spillover.Next, this paper discusses the process mechanism and mode of inter-industry technology spillover. Some principal influencing factors of inter-industry technology spillover were discussed.This paper based on the statistics of the manufacturing firms.28 industry from 2002 to2008 were merged into 15. To analyze the degree of technology spillover quantitatively, both on inter-industry and inner-industry sides, this paper set up a mathematical model of technology spillover according to the model of "C-D production function".We test the inter-industry and inner-industry spillovers individually. The outcome shows that FDI generate inter- technology spillover only, and the background- technology spillover is more significantly.The government's policy, human resource, industry connection has became the most important factors to influent the effects of inter- technology spillover. Based on the study of this paper, some substantive proposals on these factors were given.
