Analysis On Tripartite Mechanism Of Checks And Balances: Government, Enterprise And Farmer

Circulation of agricultural land is to achieve large-scale agricultural land, intensification and industrialization prerequisite for the development, is an effective way to solve the current crushing of China's rural land-use and abandonment;it also plays an important role in the optimal allocation of land resources while improving the land using efficiency and farmer's income in the economic development of rural areas. However during the transferring process of rural land, the profits of farmers has been eroded in different degrees, farmers' benefits appears the relative or absolute exploitation, the resistence of circulation and constant petitioning have appeared in the pilot region of farmland, and even forced circulation and violence. On the one hand the study at present attributed this problem to be farmers'feudal conservative thought, some"trouble-making people" to stop, as well as the lower businesses compensation, on the other hand blame the problems on circulation patterns, a good model promotes circulation, bad models hinder circulation, while the slightly novel is that collective land ownership and the uncertain individual use of the property rights has led to problems emerging, thus mainstream research within the two major areas:the patterns and property rights. I think that these attributed problems are superficial, without touching the essence of the issue. In this paper, Chengdu and Chongqing with a large urban and rural background to agricultural land in the circulation of the interests of achieving the main three parties and Game as the research object, based on the actual research, visited seven areas in Chengdu and Chongqing cities and counties seven towns (streets) 8 villages (communities), interviews 204 people of the main flow,has mastered first-hand information. Analysed the interests of the principal game, revealed the substance of problems in transfering of agricultural land and conluded that the interests of the imbalance and inequality is the root of the problem of agricultural land turnover, pointed out that the realization of rights lies in the realization of power. Proposed a "triangle" interest of checks and balances, aims to construct the checks and balances mechanism,to promote circulation of agricultural land as well as to protect the interests of farmers and realize the rights of farmers.This paper broke the traditional perspective of economics to study the transfer of agricultural land, meanwhile introduced the benefit analysis into the study of the agricultural land problem, in written process, the author put values, research methods problem solving at the same position, first determined the research topic,made a literature review and discuss this matter according to the methodology, After conducting field research made a concrete analysis of the data obtained, the final conclusion of the study are based on the interests of checks and balances built in this proposed strategy and recommendations. Full-text is divided into six parts, concrete structure and main contents are as follows:The author co-ordinating the perspective of urban and rural areas,relying on the actual research,treating the transfer agricultural land as a platform,basing on the balance of interests, focusing on the realization of rights, revealing and analyzing the substance of the problems in the transfer of agricultural land,drawing a conclusion that the imbalance and inequality is the root of the problem which exists in the agricultural land turnover, meanwhile sorting out the confrontation of power behind the power of determining the rights.Finally the author put forward the interests of the checks and balances, to overcome the current contradiction between the transfer of the root causes of agricultural land, but also the purpose of this paper lies. This paper is divided into six chapters, the first is the introduction section, describes the background of this writing, research and conceptual framework for the studies well as the current research from home and abroad; second part introduces the theoretical basis of the checks and balances of the interests for research, illustrates this specific concept and analyzes the theories used in this article including the property rights theory,interest group theory as well as bargaining theory; the third part is the empirical study of case studies, introduces the research fruits of eight villages in Chengdu-Chongqing suburban and analyze the situation; the fourth part of starts checks and balances of interest analysis combined with the research object, describes the three kinds of models about the erosion of farmers'interests and points out the reason;the fifth part analyzes the reasons that provided in the fourth part,finds out solutions, and put forward countermeasures and suggestions, proposed the "Triangle of checks and balances the interests"model; the sixth part makes conclusions and prospects, points out inadequate factors of this paper as well as the research ideas which may exit in the future flowing of agricultural land.
