Researches On The Improvement Of The Local Public Budget Decision Models

With the improving of the socialist market economic structure and the deepgoing of democracy process, the public budgeting which has close connection with the publish.interest is attracting more and more attention. In recent years, there are many serious problems coming to light as the publication of the local government budget. The investment in the education, medical service and social security is far from enough while large budgetary fund is squandered by some departments. Massive public budget even be taken away by private person. From the audit report of the public budget, it is can be seen that these problems have existed for many years. Based on the current public finances structure, in order to improve the government budget and decision mechanism, it is necessary to found a relevant budget control system and the way of resolving the divorce between public budgets and public demands.This paper will study the budget and decision models by combining theory and practice.By analyzing the budget decision process of S Province, this paper studies the factors that impact the local public budget decision. Following this, the paper makes some proposals to expedite the relevant improvement. By improving the four factors of the public budget decision system, the ills which are brought in by the current public budget decision can be managed and the local budget system will obtain improvement in science and public sides.
