The Research Of Fiscal Policy About Promotion Of Rural Financial Development

The rural economy is an important part of the country's national economy and after decades of reform,our agricultural economy has made great achievements in the development, but it also faces tough challenges. The development of rural finance plays an important role in the process of agricultural economy's development and its healthy development provides strong support for the sustainable development of agricultural economy. Our rural financial system is not yet perfect,so the whole rural economy is restricted by the rural financial system. The status of rural finance is caused by many reasons and this paper argues that the most important reason is fiscal policy reasons, so the article analyzes the impact of rural finance on the development of agricultural economy. This paper consists of five parts:The first part sets out the background and significance of the article and literature review. The need of rural financial support for rural economic development is urgent, but the rural finance cannot meet the needs of rural economic development, so we have to take various measures especially to play the regulatory role of fiscal policy to support the development of rural finance.The second part analyzes the rural finance about economics. First of all, on the base of defining the concept of rural finance, I outlined the characteristics of rural finance from three aspects. Secondly, I analysis the interaction and mutually reinforcing relationship between rural finance and rural economic. Lastly, I analysis the allocation of financial resources.The third part summarizes the basic status of development of China's rural finance. Firstly, I take a brief review of China's rural finance from the planned economy period to the reform and opening up. Secondly, the China's organization of rural finance'current system is introduced briefly. Lastly, the problems of China's rural finance are analyzed.The fourth part analyses the restricting factor in the development of China's rural finance. Firstly, I analysis the impact of the characteristics of the rural economy itself on rural finance. Secondly, the affections of the state's industrial policy and financial policies on the development of China's rural finance are analyzed. Lastly, I analysis the impact of financial factors on the rural finance especially.The fifth discusses part the support of financial policy on the rural finance. First of all,I take an overview of the foreign experience about the financial support for rural financial development. Secondly, the choice of financial measures that can support the development of China's rural finance is analyzed especially. Lastly, the financial policy can promote the development of rural finance through supporting the agricultural insurance an rural social security system.
