An Empirical Study Of Enhancing The Self-financing Capacity Of Tieling

Tieling City,the object of this study is one of the 14 provincial cities in Liaoning Province.Over the years,the economic development lever of Tieling City is in a backward position within the scope of Liaoning Province.Economic development is inseparable from the government financial support. Local government expenditure is mainly from the present level of local revenue, extra-budgetary funds and the central subsidy funds.Because of the strict control of extra-budgetary funds and Central government transfers of funds relys on the existing transfer payment system.The main problem of this study is how to improve the level of local revenues for enhancing the Tieling City's financial self-sufficiency of local government.The study is to find an approach to enhance self-financing capacity of Tieling government from the perspective of optimize the industrial structure.1. Main content and ideasIn the introduction section of this article,focuses on the relationship between strengthening of local self-financing capacity and industrial structure adjustment. In addition to introduction, the thesis is divided into three parts:PartⅠ:Self-financing capacity and structure analysis of Tieling City.The financial self-sufficiency and industrial structure changes of Tieling City from 2000 to 2007 were analyzed in this part.PartⅡ:The measurement of the contribution for enhancing the financial self-sufficiency by adjusting the industrial structure.The mechanism of the adjustment of industrial structure in enhancing the role of the Government's financial self-sufficiency,industrial structure change on the contribution of the Government's financial metrics and the contribution of the three major industries to the government's financial of Tieling since 2000 were introduced in this part.PartⅢ:The policy recommendations for optimizing the industrial structure of Tieling City. First, the general requirements of the industrial structure optimization were proposed in this part, then the programs of industrial structure adjustment of Tieling, finally, an optimization which aims at three major industries of the policy recommendations.2. The main contribution of this articleSpecific innovations can be attributed to two aspects:(1) Response of the economic development and financial situation of Tieling City,the Author proposed Author optimization of industrial structure adjustment programs of Tieling, thus enhancing the local government self-financing capabilities.(2) Analysed the relationship of enhancing self-financing capacity of local government and industrial structure adjustment and put forward the measurement of the three major industries' degree of financial contribution.
