Since the reform and opening up, China's economy and society has been developing rapidly, but many laws and regulations has lagged behind the reality. Because the credit system in the early stages of economic development is not taken seriously, compared with western countries, there is a certain gap of credit system. Associated with that, because of the credit system, not a sound credit record of not causing the high priority, the lower the social costs of dishonesty, leading to individuals, businesses and governments not willing enough to fulfill their obligations.This article aims to sort out the construction of credit system based on the theoretical framework and practice, to clarify the general context of the credit system construction.In Chapter 2, the article focuses on the credit system construction of theoretical origin, clarifying the theoretical basis for the construction of credit system as far as possible. Chapter 2 also sorts out the classical theory of public management ideas, in order to explore the idea of upgrading the theory of social credit system construction in Shanghai's policy recommendations,and to improve the comprehensive management level.According to the existing situation, the article in Chapter 3 sorts out the purpose and meanings of Shanghai in promoting the construction of credit system. In this basic framework, the article reviews three existing models of credit system in the United States, Japan, and Europe. It also introduces a number of cities in the Mainland China, especially in the aspect of credit information sharing. All the experiences are significant positive reference to Shanghai.Origin and framework from theory and experience on domestic and international credit system construction described, the article focuses on the credit system construction in Shanghai. Chapter 4 reviews the three stages of building a social credit system in Shanghai, including brief start, expanding and deepening. Shanghai's social credit system construction has been facing various problems, which cannot make system construction play an important role for the economic and social development. In the last part, combined with public management theory and actual problems, the article makes several policy recommendations for the credit system construction in Shanghai.
