Urbanization is an inevitable trend of development of human society, it is not only the implement way of the dual economy changing to the Single economy, but also useful in promoting sustainable economic development of the strategic city of measures. It is important and strategic significant in promoting coordinated regional development, narrowing the income gap between urban and rural areas and upgrading of industrial structure.Hebei Province in the level of urbanization has been below the national average. Urbanization of the population in 2008 the average level was 45.69%, while the level of urbanization of population in Hebei Province was 41.9%, about 3.7 percentage points lower than the national level of urbanization. In order to change the situation, The Hebei Province proposed the "three big change"city development strategies in 2008 and made the development of urbanization putting on the agenda.This article has made a system analysis on the urbanization from the use of theory to practice and from general to specific based on the research results of present urbanization research. First Measurement of urbanization and population dynamic mechanism of urban development and other issues are described; then it studied the changes in the urbanization of population in Hebei Province and other provinces and cities at this stage the level of contrast, trying to find the constraints which bondaged the development of the city of Hebei Province. Finally, it use the international law and time series forecasting models to predict the population trends in urbanization changeing in Hebei Province.
