The topic of "the responsibility of owner's representative in the management of E-government software development project" is still a new one, even in the developed counties. Though there are people representing owners participating in the software development projects, there is no standard and guideline on owner's representatives'functions and responsibilities during the project execution.We will start with the discussion on the theories of project management in software development and the summary of owner's representatives'working scopes in software development project, and then analyze the special challenges with E-government software development project and the importance of the application of project management in E-government software development. Thirdly, we point out even after project supervisor has been introduced in E-government software development project; the involvement of owner's representative is still one of the key factors for a successful project. Fourthly, by using an actual E-government software development case we illuminate the importance of owner's representatives' involvement and the connections between the software functional defaults and less participation by owner's representative in the development process. Finally, we highlight the importance of owner'representatives'involvement, and make suggestions on the development of qualified owner's representatives by drawing lessons from construction project management.
