The Problem Research Of Time Man-Agement Of IT Project Based On The Owner's View

Time management of project is the management of the progress of each task stage,the time required for the project's completion and the completion deadline of the project during the whole implementation of the project.It is to develop a feasible project schedule(including the mul-ti-level management plan)within the prescribed period of time,and to implement it.During the process of the plan's implementation,the man-agers need to check whether the actual progress of the project is accord-ing to requirements of the schedule and whether a deviation is happened,if the project appears a deviation,the mangers should find out the cause of deviation in time and to take the necessary corrective measures or ad-just,modify the original plan,this process lasts until the project complet-ed.As the degree of informatization of society is getting deeper and deeper,Most of the political and enterprise institutions have pay more their attention to the informatization construction,and also increased their investment in the construction of Information Technology.Thus,IT pro-ject management also started to step into the eyes of the corresponding departments of government and enterprises.In the accelerating social's rhythm,different from the developers' side while they always pay more attention to the project's cost control,the owners' side focuses more on the project time management area during the process of participating in project management.This phenomenon is especially prominent when the government agencies take owner's position.As the nation's leaders indi-cate to bridge the gap between the information systems and the increasing of informatization level of all units,under these background the new IT projects begin to face the questions of across projects,across departments and even across the enterprise coordinated development.In that case when continuing to use the traditional project schedule management methods in project management,more and more projects appear cost overruns,delays and other problems.Therefore,it is imperative to incor-porate newer and more effective project time management methods into research.This paper aims at the owner's view to research the project time management,so as to put forward feasible suggestions and effective measures,and to check out the achievement in the ongoing project,in order to solve organization's delays and other problems encountered in the project.The main research contents are as follows:First of all,analyzing the situation of the writer's current project,and put forward the project time management problems existing in cur-rent project,combined with the current used project time management method,analyzing the various factors which causing problems quantita-tive and qualitative.Secondly,based on the owner's perspective,takes the project time management method study combined with the actual situation of the pro-ject,and to confirm whether the studied project time management method suitable for using in this project.Then take the implementation of the project progress plan and control based on the factors which take influ-ence on the schedule plan.Finally,according the research above,the paper proposes the opti-mization method for the effected factors and the scheme of time man-agement of project based on the critical chain for the project.
