Project management is being the hot-point of project management thesis and practice in Shipbuilding Company. In multi-project circumstance sharing and competing resources often occurs among two or more projects. Though the traditional project planning and controlling methods CPM/PERT have played an important role in the development of project, but they are all based on the deterministic network, do not involve resources restrict, the person's action factors and the uncertainty in the process of project implementation. Although GERT can describe the uncertainty of network, but it does not fit for a strong resource dependency network because of the complexity of the network. With the increasing of project complexity, the traditional project planning and controlling methods have exposed many pitfalls which resulted in the common phenomena such as delayed project period, serious resource conflicts, absorbed cost. As a new method of project management, critical chain scheduling has been applied in some enterprises of American and European successfully. Critical chain, which overcomes the defects of traditional planning and controlling method, has an important role in reducing the period and cost of project and raising resource utility ratio. But the method is not perfect so far. It can not describe the uncertainty in the process of project implementation.Based on the research findings both here and abroad and the existing project scheduled management methods, we study on the key problems of critical chain, such as Critical chain identified and the size of buffer etc. Under the conditions of uncertainty of the network's path, we raised a new critical chain recognized method which is on the base of the genetic algorithm and the idea of Critical chain and"Time shortest - Resource leveling"and proposed a new model of project buffer and feeding buffer fixed.In order to use the critical chain in ship building enterprises, this paper itemized the problems of schedule in ship building projects and applied critical chain method in an example of block construction parallel operations. According to the methods of critical chain indentified and buffer set this paper proposed, we included the multi-project's critical chain planning and in control process of which we improved theory to propose a new critical chain control method. At last, we analyzed the critical chain planning in Witness simulation platform and validated the validity of the method this paper proposed, which is very important influence for the ship building enterprises in our Country to implement multi-project management.
