| Oil and gas field in Sichuan is China's first 10 million tons of natural gas-based large oil field, and the largest natural gas production and sales base. How to find a efficient, safe, clean way to the gas exploration, production, transportation, transformation and consumption, improve the consuming efficiency of natural gas, achieve environmental protection, reduction, reuse, energy conservation, and achieve sustainable development in Sichuan gas field are significant technical and management issues for Sichuan gas companies. The core of circular economy is the efficient use and recycling of resources, which can transform the material flow pattern from the traditional "resources - products - waste" (one-way linear model) to "resources - products - Waste - Renewable resources" (closed loop mode), and achieve the maximum utilization of resources and minimizing waste emissions by the way of implementation of the "reduce, reuse, recycle" principle of dematerialization ("3R" principle) in the process of production and services, then realize the purpose of conservation of resources and improvement of ecological environment. Now, circular economy is the inevitable choice for the development of human society.The paper closely combines the circular economic theory with the sustainable development of Sichuan gas fields. Firstly, the paper detailed discuss the basic concepts, principles, theory, the relationship of sustainable development. Then, analyzes the constraints and characteristics of Sichuan gas field based on the "3R" principle, such as development difficulties, institutional constraints, market competition, etc., and studies the application mode and related techniques of circular economy theory in the application of sustainable development in Sichuan gas field for the sustainable use of natural gas in Sichuan. In the paper, we establish a development mode for circular economic with the goal of efficient use of resources, fine management, zero or low emissions of waste, friendly environment and harmonious development with economic, environmental and social results. Moreover, the paper proposes the following countermeasures.Firstly, we should study the exploration and production technologies of gas based on circular economy theory, and enhance the strategic position of "Science and technology are primary productive forces", which are reliable guarantee for the development of Sichuan gas field. Secondly, we should establish the ecological sustainable development mechanism, implement the technology of cleaner production, and improve the natural gas rates. Furthermore, we should implement the policy of environmental protection for seeking sustainable development between resources and environment. Thirdly, we should perfect the management system for sustainable development of natural gas, establish the vertically integrated management system of oil and gas, build and improve the gas management system and corresponding policies and regulations, and gradually promote the rationalization of gas prices, so we can achieve the management requirements of economic development. |
