Along with the process of economic globalization and regional economic integration, indusrtial agglomerations have become an attractive phenomenon in regional economic development and also a subject many scholars worked on.The deepening of economic globalization makes FDI of MNCs have expanding rapidly. As a developing country having attracted the most FDI,how to use FDI to promote regional economy has become a main issue of Chinese government and scholars.The Yangtze River Delta is one of the world six urban agglomerations. Because of the advantage of it's location,economy development and urbanization level,more and more high-tech industry agglomerations have emerged here and it's also becoming the ideal option for FDI of MNCs. The participation of MNCs not only enhanced the whole competitiveness of regional agglomerations but also put the agglomerations into global value chain and has made it become an important participation in the division of global economic network.Basied on theory of the MNCs and indusrtial agglomerations,this paper takes the high-tech industry of Yangtze River Delta as study object.Firstly, this paper reviews the theories and former researches of industrial cluster and FDI. Then,this paper analyses principle how FDI can promote the cluster from the perspective of R&D and human capital which can absorb FDI techonology spillover. After that this paper uses Granger Causality tests to present the empirical studies on promotion of FDI on the high-tech industry of Yangtze River Delta,which is basied on the indexes:FDI, R&D, human capital, FDI absorbed by FDI and human capital.And a case study is given in Chapter 6:the biopharmaceutical agglomerations and FDI in Zhangjiang Park of Pudong, Shanghai. At last the paper steps out with its conclusion and policy suggestions.This is a perfect combination of theory and practice.This paper analyses whether and how FDI promote the high-tech indusrtry clusters from the perspective of R&D and human capital based on five indexes.This is an innovation because it makes the principle more specific and is in line with the particular features of the high-tech industry and the Yangtze River Delta region.
