This paper was one of the results of the National Natural Science Foundation of China, "Theoretical study and empirical analysis of enterprises'IT capabilities from the resources-based view of firms" (70601014) and the Natural Science Foundation of Shandong Province, "Theoretical and empirical research on the enterprises'IT capabilities from the resources-based view of firms" (Y2006H01)Corporate culture is an intangible resource of a company, which have a major impact on the successful implementation of information systems. Research on influencing mechanism of information technology cultural capacity on information system implementation is significance to corporate building the IT culture.There are mainly two researches focusing on the relationship between organizational culture and implementation of information technology:the conflict between organizational culture and information system culture, and the requirements of specific information technology about the organizational cultural. But the enterprise is urgently needed establish an organizational culture to promote the successful implementation of information technology. This requires to analysis the influence of the organizational culture from the key phase of informatization process, and builds the ability of information technology culture by establishing the positive influences of cultural values.The influences of organizational cultural values on enterprise informationization were analyzed from the perspective of Competing Values Framework. Values factors of organizational culture in IT acceptance, usage and IT strategic were identified. Finally, IT cultural capabilities that are innovation capability, cohesion capability and rational goal-oriented capability, which promote the enterprise informationization were proposed, and the influences of these three kinds of information technology cultural capacities to the success of information system implementation are been empirical studied. The result shows that the innovative capacity and rational goal-oriented capacity of the corporate culture have a catalytic role in the successful implementation of information system, and the cohesion capacity of the corporate culture need other cultural values to guide and coordinate to play an active role.
