Since 2001, annual growth of auto industry in China is more than 30%, especially in the sudden global financial crisis in second half of 2008, rapid recovery of automobile industry realized the steady rise of the Chinese economy. February 9,2009 the State Council officially examined and approved the "automobile industry restructuring and revitalization plan",which made a strategic guidance and planning for the overall development of the automobile industry. It revolves the promotion of consumption, the implementation of corporate restructuring, and technological innovation, once again highlights development and leverage role of the auto industry for national economic.This article starts from the related total factor productivity concept, through the calculation of total factor productivity model, the factors that affect total factor productivity changes, using 24 panel data during 2000 to 2008 of major automakers' provinces in China, decomposed and estimated using the DEA method, and accordingly we select variables further, set up half of the number of panel data econometric model for factor regression analysis.Through the analysis,the paper found that in the year which total factor productivity(TFP) of China's automobile industry has grew, the growth of technical efficiency (TE) has a larger contribution and the growth of technological progress'(TP) contribution is smaller, while there are differences in development between regions and the development is uneven. The paper selected variables further, established regression model about semi-logarithmic panel data, found that human capital (RLZB) have a greater contribution to the growth of total factor productivity(TFP), technological progress(TP), technical efficiency (TE), and are the largest, indicating that human capital has a strategic role on the Chinese automobile industry; and FDI, R & D is mainly to promote TFP through the TE, TP has also been promoted, but the effect was not significant; scale of production (GM) are a significant role on promoting the TP and TE, the dominant role of in TE, explaining that the continued expansion of production scale, which formed a scale, mainly to promote production efficiency; policy did not play a significant role in promoting TP, encouraging mergers and acquisitions produce benefits of the economies of scale.Finally, the combination of theoretical analysis, situation analysis and empirical analysis, the paper gives some policy recommendations such as increasing human capital investment, accelerating the new energy automotive technology research and development, proper treatment of FDI, R & D, technology transfer and joint venture and cooperation, strengthen the role of technology research and development-oriented and industry structural optimization guide of the government industrial policy.
