Study On The Government Behavior For The SMEs Credit Guarantee Systems

In the modern economy, both developed and developing countries, SMEs are an important part of the national economy. So, it is a common practice for States Government that establish the guarantee system for SMEs to alleviate the problem of SMEs financing. Although China has also established the guarantee system for SMEs, however, due to the environment for SMEs financing is imperfect, as well as the lack of relevant expertise and experience, therefore, there is still flawed in various ways in practice. Especially since our particular situation, our government should have played a sound role in the credit guarantee system. Unfortunately, the behavior of our states government is far away the perfect. Therefore, this article aims to the present credit guarantee system,try to use the basic research methods of the game theory theories, from a new angle to study that why the government should support the SMEs credit guarantee system, as well as why the security companies and banks should take part in the activity of financing for SMEs. Combined with the advanced experience of foreign countries to study how to establish and improve the SME credit guarantee system in China.In the first part of the study, we describe the basic concepts that involved in detail, and use the knowledge of management as well as economics to give the reader a broad outline.In the second part, the article use the game theory research methods innovatively. By the analysis, we can know why the government should support the SMEs credit guarantee system, as well as why the security companies and banks should take part in the activity of financing for SMEs clearly.In the third part, we study on the advanced model of foreign comparatively, and trying to find out the successful experience of the role of enlightenment. then study on the Chinese government's behavior in the SMEs credit guarantee system deeply, to provide the necessary basis for the problems that exist.Finally, based on the current status of our government actions, the papers targets to offer constructive ideas and give the positive significance of constructing the credit guarantee system in our China's modern economy.
