Empirical Study On Development Of Beef-cattle Industry Clusters In Heilongjiang Province

Beef-cattle industry was on the rise in China. As one of the top ten grazing lands, and based on natural conditions and geographical advantages, the development of beef-cattle cattle industry in Heilongjiang Province has become the top priority. To the end of 2008, the province's cattle breeding stock reached 5.15 million. Compared with 3.43 million in 2006, it was increased by 50.14%, accounting for 3.8 percent of total stock.Beef-cattle production reached 47.5 million tons, which was 48.43 percent more than 320,000 tons in 2006, accounting for 6.3% of the national total production. Heilongjiang province ranked respectively eighth for stock and seventh for beef-cattle production in ten provinces China.There had been a distinct competitive advantage in Heilongjiang province. However, due to negative impact that the traditional ideology to cattle farming and detention of skill backward level, from breeding to slaughtering and processing, the connection of link on beef-cattle industry chain was not close, and the production efficiency was low. Many areas where beef-cattle industry had natural advantage were guided by"major and minor conversion" strategy which was formulated by government in Heilongjiang province. They actively attracted excellent beef-cattle enterprises to invest in these areas and continued to increase support for the development of beef-cattle industry and focused on fostering the growth of leading enterprises. But, the layout of slaughtering and processing enterprises was scattered, the development of related industrial was at a low level, and the supporting institutions were imperfect, these problems seriously impacted on development of beef-cattle industry clusters in Heilongjiang Province, and led to this issue that regional competitive power could not sufficiently play, meanwhile it impeded to be a strong livestock husbandry province from a big livestock husbandry province for Heilongjiang province.This study briefly introduced the research background and significance of domestic and foreign research review, methods and ideas of research, content and technical line, other innovations of this paper. Defined basic concept and meaning of industrial clusters, and related theories were reviewed. Then, analyzed current situation and formation mechanism of beef-cattle industry cluster in Heilongjiang province, measured competitiveness and regional agglomeration with GEM model to get the level of the comprehensive evaluation of cluster developmen. According to the analysis, to find problems existed in development.In the end, the article provided practical countermeasures to promote the development of beef-cattle industrial clusters. The research for beef-cattle industry cluster development was great significance. On the one hand, livestock husbandry industry cluster included beef-cattle industry cluster. It was a bold attempt to use location quotient and GEM model to measure the development level of beef-cattle industry cluster, and it further developped the theory of industry cluster and its application for agriculture . On the other hand, theory of beef-cattle industry cluster was a new research field with a certain stage and socio-economic conditions in Heilongjiang Province. The study raised new ideas for beef-cattle industry in Heilongjiang province, and analyzed the problems which existed in formation and development of industry clusters.Finally, proposed realistic and workable policy suggestions for development of beef-cattle industry in Heilongjiang Province. These provided a new frame of thinking for formulation of economic strategies of Heilongjiang province. Meanwhile, it had not only important practical significance to accelerate the regional and industrial division,and to facilitate specialization and integration between inter-related businesses, but also to promote regional economic development.This study had creative results of this study as follow. Firstly,the study established innovative ideas of industry clusters for development of beef-cattle industry, refering more mature experience of developted industrial clusters to guide the development of animal husbandry industry cluster in Hei Longjiang province. It is a new perspective to study of beef-cattle industry development, which will further widen the thinking of animal husbandry development in Heilongjiang province. Secondly,this study used three-dimensional model to analyze the formation mechanism of beef-cattle cattle industry in Heilongjiang province, and business method to measure concentration level of beef-cattle industry clusters in Heilongjiang province, providing scientific reference for reasonable layout cluster of the beef-cattle cattle industry.This study used many methods, such as combination of empirical and normative analysis, combination of qualitative and quantitative, comparative analysis and model analysis, and so on..
