Nominal Government Purchases Between The Independent Property Rights

Since the 1990s, China's economic, political, cultural and social fields have begun to draw lessons from some foreign slogan, such as "Purchase of Services". Based on the case study of YG in Shanghai, the article analyzes its modes of organization, personnel arrangement, financial status, office equipments, services, planning and relationships among organizations in detail. And use one concept of modern property right economics, "Property Rights", put forward a new concept of "Nominal government purchases between the independent property rights". On this basis, the author uses three kinds of analysis framework, Corporatism theory, Resources Inter-dependence theory and the rational choice theory, to explore and explain the internal essence between government and YG. Finally, the author puts forward the conclusion and suggestion according to the research topic. The author thinks that the government represented by YG purchase service mode is a kind of transitional form. When the government further transform function, during the process of changing from the versatile to the service, and out power from the aspects of folk organizations gradually, delivery more service work to non-governmental organization, a government and non-governmental organization increases the power is to be expected.
