Exploration Of Public Employment Service System Construction For The Basic Level In China

The distance of classes of urban and suburb is greater and greater under the condition of dual economy in China, which is the barrier of social development. The dual employment system makes the labor market of urban and suburb totally irrelative. It is very difficult for the labor force in the suburb to search jobs in suburb. And this matter is more and more serious. Therefore some strong measurements are needed.Employment is the root of people's living, meanwhile it is still the key to harmonious development. The hotspot is in the countryside. The solution to this problem is to make the labor force mobility. The labor force in the suburb badly need the aid of the government. And at present, the government pays more and more attention to this matter, investing so much resource and finance to the construction of public employment system. However, we are still behind the advanced systems in the foreign nations. This dissertation tries its best to solve the problems above.Chengdu government pays much attention to the construction of public employment system, which makes great progress. Wenjiang district is a fast-developing area in Chengdu, and whose presentation is somewhat significant. This dissertation is based on the investigation of Wenjiang. I hope the content can reflect the situation, moreover, I can find out the developing direction of public employment system.There are five segments in this dissertation.Part 1 is the aim of this dissertation. In this part, I depict the situation and problems, pointing out that employment are the hotspot of the series of problems. The summaries of this dissertation go over the results of theories of public employment. And I find out that the service of public employment is an important system of a modern nation. Although the history of the development of public employment is very colorful, most of the governments around the world realize that the supply of public employment plays an important role in the economic and social development. And we can expect that the development of public employment will be better and better in the future.Part 2 is a simple introduction of the theories which used in this dessertation.It included the theories of urbanization,labor migration, public service and the theory of employment.Part 3 is the introduction of the current situation of public employment service system of China.Though during past years,it developed much,there still many disadvantages of China's public employment system.Part 4 is the current situation of pulic employment service system of wenjiang,chengdu.As a newly developing site of chengdu,wenjiang has a pulic employment service system which povided good public employment service.It has many experiences worth learning,but there are still some disadvantages of it.In part 5, I disscussed the currernt situation of the pulic employment service systems in other countries,and summaried some experiences for us to learn to build a better public employment service system for wenjiang.
