Xi'an is one of the most important ancient cities in China, which has rich historical andcultural heritages, particularly the large-scale and rich-content archaeological great sites playan important role in the country. But the conflict issues which Xi'an faces between protectionand development of the great sites are also prominent, that is traditional idea of site protectionexcludes tourism development, and extensive and unscientific tourism development alsoundermines the integrity of the sites. How to find a scientific and rational mode of tourismdevelopment, which not only well protected the great sites, but also meet the needs of thetourism market, to achieve the comprehensive value of the great sites. This became theproblem to be solved in Xi'an Tourism Site.Based on the analysis about the resources and value of Xi'an great sites, the resources areextremely rich and the comprehensive value such as history, culture, art, science and so on arevery high, if we can carry out reasonable tourism development, it will bring greatdevelopment to the local tourism industry. But Visitors experience Demand SatisfactionSurvey about Xi'an sites shows that the traditional development approach about Xi'an Touristsites are far from to meet the needs of tourist experience, so this paper dose game analysisabout the relationship between scenic and tourists based on the questionnaire analysis,explores the interests of both demands, and solves mission to both sides to reach a balancedresult, that is experience-based tourism development model. And then a series of specificprinciples and program development experience are been proposed, hoping to explore ascientific and reasonable protection and development mode about the large sites, so changethe traditional site of cultural heritage resources big into real economic industrial advantages.Finally, take Tang Daming Palace site as an example to do the empirical analysis andproposes the experiential development strategies and programs of the Daming Palace Relics Park.
