A Comparative Study On Chinese And Foreign Open Access Resources

The paper surveyed the condition of using and building of Chinese and Foreign Open Access Resources, provided basis and guidance for users to use and access such resources, and deepened the understanding of open access resources. By comparing the analysis, it found the factors which influenced the development of open access resources, and analyzed the reasons for the slow development of Chinese open access resources. This paper took into account the problems of the building of Chinese open access resources, used foreign experience, and helped Chinese open access resources achieve leapfrog development.The research method this paper used main included literature research method, questionnaire survey method, webometrics research method and comparative method.The first chapter is the exordium which introduces the reasons why to select this subject, the researching aims, content, meanings, methods and Creative point. The second chapter discusses the conception of open access resources and the background of emergency of Chinese and foreign open access resources. It also makes a comparative introduce of some existing platform for open access resources. The third chapter surveys the condition of Chinese researchers' usage of open access resources, and analyses the results. The fourth chapter uses principal component analysis and the statistical analysis software -SPSS, makes a quantitative comparative analyses of the platform of Chinese and foreign open access resources. The fifth chapter analyses the reasons of influencing the development of Chinese academic information open access. Combined the theory of information science and studied the experiences of the development of open access, it puts forward some feasible measures and suggestions on the rapid and healthy development of Chinese open access resources.The main innovations and conclusions are as follows.First, through questionnaires and interviews, surveys the use and satisfaction conditions of domestic researchers on open access resource for the first time. The conclusion shows that the evaluation of foreign open access resources is better than domestic open access resources, but our researchers are more likely to use domestic open access resources. Language is the main factor causing this phenomenon, which also provided advantages to the development of Chinese open access resources.Second, this paper selects eight major domestic and foreign open access resources and eight indicators on property of its platform. Using principal component analysis for the first time, makes a empirical study of its top draw. Combined with the results of qualitative evaluation ranking, it divided the open access resources network platform into three levels.Third, based on the results of qualitative research and quantitative research, this paper analyses the reasons for the gap between domestic and foreign platform of open access resources, which including information on awareness, quality, policy, publicity, promotion level and inherent in open access resources intellectual property rights and copyright issues.Fourth, based on the empirical research and comparative studies, the paper proposed several suggestions, such as enhancement the concept of information sharing, enhancement of information literacy, strengthening the level of publicity, strict quality control and making policies to support open access, and so on.
